
Policy papers are drawn up by a policy working group and approved by the federal policy committee before being debated at the federal conference. Once approved (subject to any amendment) by conference they become party policy.
Federal policy covers those policy subjects within the responsibility of the UK government, and also policies for England. Policies on devolved matters for Scotland, Wales and Northern Ireland are the responsibility of the Liberal Democrat parties in those areas.

The long-term strategic goal of climate change strategy should be to limit the average global temperature increase to within 2 degrees Celsius above pre-industrial levels. It is clear that the Labour Government’s aim of a 60 per cent cut in carbon dioxide emissions by 2050 will not be enough.
