Stephen has a record of winning elections, and support for the Liberal Democrats is growing. In May 2011 and 2015 (tough times for Liberal Democrats), Stephen was elected to Chelmsford City Council. He was elected on to Essex County Council in June 2012, May 2013 and May 2017. In the 2010 General Election Stephen achieved one of the best Liberal Democrat results in a key seat against the Conservatives, increasing the share of the vote in Chelmsford substantially.
