Job Description: SENIOR OPERATIONS MANAGER

Reporting to:  Chief Executive

Salary:  £35,000 - £40,000 P/A dependent on experience

Location: Hybrid – at last three days per week in office

Purpose of Post: To provide the day-to-day operational management of the Scottish Liberal Democrat Party.

Closing date:  5pm Friday 14th February 2025

Specific Tasks and Responsibilities 

GENERAL

  • To provide day to day management and administration for the Party ensuring the smooth running of Scottish Liberal Democrats HQ 
  • Line management and development of core staff in HQ

Responsibilities will include:

  • All statutory compliance (including but not limited to PPERA and GDPR)
  • Act as the first point of contact for all enquiries
  • To provide general administrative and clerical support including:
    • General administrative tasks
    • To ensure that meetings of the Office Bearers, Conference Committee, Campaigns & Candidates Committee and the Membership and Finance Committee are organised
    • Assisting with preparation of agendas, reports and minutes for Party committees
    • Maintaining and updating databases
    • Assist in the administration of HR processes for office staff at Party HQ including payroll. 
    • To maintain a strong working relationship with the Federal Party, including ensuring that all interparty agreements are managed effectively. 
    • To develop the management of the Party by continually contributing new ideas, questioning methods, suggesting alternatives and positively listening to other people’s ideas
    • Deal with day to day enquiries from the public and triage/ cascade these to the appropriate staff member or resolve as appropriate. 

MEMBERSHIP

  • Dealing with membership enquiries and liaising with local parties
  • Developing membership growth and retention plans in partnership with the Federal Party

CONFERENCE

  • Line Management of the Conference and Events Officer
  • To ensure the delivery of up to two party Conferences annually. To oversee the development and organisation of social events and commercial opportunities at Party conferences.
  • Manage Conference Content on our website as well as HQ email communications and communications grid.

ELECTIONS

  • During election periods, assist the Party in any way reasonably requested.
  • Manage the Party’s internal elections, including distributing the timeline, updating websites, creating and distributing ballots and carrying out any other related tasks

FINANCES

  • Line Management of Finance and Governance Officer
  • With the support of the Party’s accountants, administer the Party’s financial records, including the payroll.
  • Work alongside the Treasurer to manage the Party finances 
  • Work with the Liberal Trust to ensure their finances are compliant

BUILDING MANAGEMENT

  • Manage the Scottish Liberal Democrat property. 
  • Liaise with the Liberal Club on development work, repairs and long-term planning re the maintenance of a fully functional office/ HQ 
  • Oversee the Health and Safety plan for the property and staff using the premises in conjunction with the Liberal Club.
