Securing the Future of Rural and Coastal Education

Every child, no matter where they live, deserves access to a world-class education in a thriving local school. But across England, our rural and coastal communities are facing an unprecedented crisis. A falling national birth rate threatens up to 800 primary schools with closure by 2029, while years of under-funding and central government neglect have left isolated schools struggling to recruit staff and keep their doors open.

The Labour Government’s response has fallen completely flat - their "Coastal Challenge" offers no dedicated funding, and the removal of the Rural Services Delivery Grant has forced local councils to make impossible choices. Meanwhile, small schools in countryside villages and seaside towns face structurally higher per-pupil costs that current national funding formulas simply ignore.

Liberal Democrats believe coastal and rural schools are the heartbeat of their communities. Today, our members passed a bold new policy to protect these vital institutions, solve the regional teacher retention crisis, and guarantee every child equal opportunity.

Our new policy calls on the Government to:

• Protect Schools from Closure: Implement a strict "presumption against closure" for high performing rural and coastal schools, requiring a full community impact assessment before any off-rolling can occur.
   
• Reform the Funding Formula: Review the Dedicated Schools Grant to ensure the national formula accounts for sparsity and rurality, fully reflecting the higher per-pupil costs in remote areas.
   
• Launch "Grow Your Own" Teacher Pathways: Pilot targeted teacher apprenticeship schemes and funded transition pathways for local teaching assistants and support staff, building long-term career routes for local people.
   
• Offer Recruitment Incentives: Introduce financial bonuses for educators who commit to teaching in the most isolated rural and coastal schools for a set period.
   
• Establish a Rural School Transport Guarantee: Reinstate ring-fenced payments for local authorities to maintain essential rural school bus routes, ensuring children can get to class safely and affordably.
   
• Create a Funded School Network: Replace Labour’s unfunded initiatives with a properly backed 'Rural and Coastal School Network' to drive up educational standards through shared expertise.
   
• Support Schools with Falling Populations: Create dedicated teams to help schools with declining pupil numbers re-purpose spare space for local commercial and community use, bringing in extra revenue.
   
• Expand Horizons: Pilot school-twinning initiatives between urban, rural, and coastal pupils to share outdoor education, cultural visits, and enrichment opportunities.

Losing a school literally drains the vitality out of a village or coastal town. The effect is severe and long-lasting. We cannot allow chronic central government blindness to erase local opportunities for the next generation.

It is time to back our coastal and rural schools with the funding, teachers, and protections they need to stay at the centre of community life.
