IFS report: scrapping two child cap is best way to tackle child poverty and right for the economy

23 Oct 2025

EMBARGO: 0001 Thursday 23rd October

Responding to the Institute for Fiscal Studies findings that removing the two-child limit would reduce child poverty, Liberal Democrat Work and Pensions Spokesperson Steve Darling MP said:

"The two-child limit is a cruel and self-defeating measure trapping more and more children in poverty while robbing them of healthier and happier lives.

"We know that scrapping this unfair policy introduced by the Conservative party would be the most cost-effective way to tackle the scourge of child poverty head on, and it is also the right thing to do for our economy – yet the Government has so far sat on its hands.

“Ministers must end their dither and delay and scrap the unfair two-child limit at the Autumn Budget once and for all.”
