Job Description: Finance and Governance Officer

Reporting to: Chief Executive

Contract: Part time – 3 days a week

Tenure: Permanent, Contract

Salary: £26k - £28K pro rata

Location: Hybrid/Edinburgh

Closing date: Friday 3rd May

Purpose of Post: To provide comprehensive and financial, compliance and administrative support to the Chief Executive, the wider staff team and the Party at large.

Specific Tasks and Responsibilities

GENERAL

1. To provide day to day management and administration for the Party
1.1 ensuring the smooth running of Scottish Liberal Democrats HQ
1.2 management of the diary system for Club room
1.3 all statutory compliance (including but not limited to PPERA and GDPR)
1.4 act as the first point of contact for all enquiries
1.5 To provide general administrative and clerical support including:
1.5.1 General administrative tasks
1.5.2 Assisting in the administration of the Party's finances
1.5.3 Maintaining and updating databases
1.5.4 Assisting with maintaining hard copy and electronic filing systems and filing accurately
1.5.5 To assist in the administration of HR processes for office staff at Party HQ
1.5.6 To maintain a strong working relationship with the Federal Party, including ensuring that all interparty agreements are managed effectively.
1.5.7 To encourage and motivate party volunteers and to make effective use of their time assisting with the operations at Party HQ.
1.5.8 To ensure that meetings of the Office Bearers, Conference Committee, Campaigns & Candidates Committee and the Membership and Finance Committee are organised.
1.5.9 Deal with day to day enquiries from the public and triage/ cascade these to the appropriate staff member or resolve as appropriate.
1.5.10 Manage HQ email communications and communications grid.

CONFERENCE

1.6 Work with the conference/ events officer on the delivery of two conferences for members per annum.

ELECTIONS

2. During election periods, to assist the Party in any way reasonably requested. To manage the day to running of 4CT with the increased growth in staff, resource needs and services.
2.1 To manage the Party’s internal elections, including distributing the timeline, updating websites, creating and distributing ballots and carrying out any other tasks relative thereto.

FINANCES

5.1 Compliance – ensure that the Scottish Liberal Democrats are compliant in their political activities, specifically but not limited to ensuring adherence to the PEPPRA, Financial declaration regulations.
5.2 With the support of the Party’s accountants, to administer the Party’s financial records.
5.3 To work alongside the Treasurer, Chief Executive, Accountant and budget leads to manage the Party finances
5.4 Work with the Liberal Trust to ensure their finances are compliant.

BUILDING MANAGEMENT

6.1 Manage the Scottish Liberal Democrat property.
6.2 Liaise with the Liberal Club on development work, repairs and long-term planning re the maintenance of a fully functional office/ HQ
6.3 Oversee the Health and Safety plan for the property and staff using the premises in conjunction with the Liberal Club.

- Experience of managing stakeholders
- General administrative skills
- Experience of managing an office.
- Share the values of the Scottish Liberal Democrats
- Able to work without supervision.

Desirable

- Understanding of audit and financial processes
- Understanding of compliance matters
- Proof reading experience
- Experience of using databases, CRM’s etc.
- Experience of working with volunteers.
- Understanding of H&S processes and procedures.
