Responsible to: the Federal Board

Salary: N/A; this is a voluntary role

Tenure: until the next scheduled appointment for a three-year term, due Q1 2029

Location: this role may be conducted predominantly remotely, primarily using Zoom. Some in-person meetings may be required, usually in Lib Dem HQ (66 Buckingham Gate, London)

Time requirement: minimum 3 hours a month, with meetings usually outside normal working hours

Introduction

This is your opportunity to play a pivotal role in the Party’s work in a volunteer non-executive position. You will help us win by ensuring our resources are well used and that our processes are fit for purpose.

You will also play an essential role in delivering the party’s overall strategy, as set by the party conference. 

FASC reports directly to the Federal Board and through the Board to the Conference. It is responsible for commissioning the Party’s auditors and for representing the Party in any matters arising from the annual external audit. It also commissions and oversees internal audit work related to the Federal Party's operations, and manages the Party’s risk management operations and its Risk Register.

Please note that, in accordance with the constitution, you cannot be appointed if you have held office or been a member of any other Federal Committee or a member of Federal Party staff during the last two years.

FASC meets roughly 11 times a year, outside working hours, and this role can be conducted remotely. Reasonable travel expenses will be reimbursed. 

The chair of FASC is elected from among the members appointed to the committee by the Board and becomes a member of the Federal Council.

The Federal Board appoints these roles. Candidates will be required to take part in an online interview with a panel of Board members. Further details of dates will be shared with candidates as soon as possible.

Responsibilities 

  • Commissioning the Party’s auditors;
  • Representing the Party in any matters arising from the annual external audit;
  • Commenting on the annual audited financial statements;
  • Commissioning and overseeing internal audit work;
  • Overseeing the Party’s risk management operations and its Risk Register; and
  • Electing a Chair of the committee who will sit on the Federal Council.

Person specification

You must be a member of the Liberal Democrats and able to demonstrate your affinity with the values of the party, as well as the role of audit and scrutiny in either the party or similar other organisations. 

A commitment to the Liberal Democrats is required, but evidence of substantial prior involvement is not, and induction and training will be available. The Party is keen to encourage new talent. 

Prior professional experience in a relevant field, such as finance or risk, and/or experience as a non-executive, trustee, or similar scrutiny role, such as in local government, is highly desirable.
